Windows Phone 8 IP over USB blocking port 8888

today am
I installed the fiddler,and port 8888 by default,it works well
today pm
I found that fiddler can‘t work,so I reinstall it
give me a hint that port 8888 is blocked
after "netstat –ano" and then "tasklist"
it is "ipoverusbsvc" result in the problem!!!!!
So i google it

looks like it has connection with windows phone developping

just complain...I love 8888,it is a great numble in China
