"Watson" is part of Microsoft's Crash Reporting / Customer Experience Improvement Program. The title "RADAR_PRE_LEAK_64" suggest that this is part of a telemetry submission which Microsoft uses to help understand programs' behavior. In this case, my guess is that Fiddler reached a certain memory-usage threshold and Windows is notifying the Watson system that they think it might have a memory leak. In reality, Fiddler is using the memory for storage of the list of Web Sessions.
