Click Help > Troubleshoot and try again. I assume the IE traffic doesn't appear?
There are two possibilities: 1> You've hit a bug in IE/WinINET's proxy change code,
or 2> You've got some other software (malware or security software or management software) or policy that is interfering with the proxy settings.
If you try to set the proxy in IE to 127.0.0.1:8888 manually using the UI in question, then click "Ok", does the change "stick" when you reopen the dialog?

Then I realized that one change I made previously was to change default browser from IE to chrome, so I changed it back to IE. After that, the traffic that going through the Troubleshoot cgi showed up in IE, but no any IE traffic show up any more afterwards.

However,- Re-enable capturing again, IE cannot change the the proxy back. Still get blank for everything.So far every evident seems to be pointing to IE. Let me try to reinstall it...
