Fiddler not recording network traffic if I open the browser through Citrix. Is there some specific settings required when I use chrome or IE on Citrix Reciever

I don't know what "Citrix Receiver" is, but it sounds like it doesn't properly support the notion of the system proxy server. You'll need to talk to Citrix to ask them for help with this.
