Can I use Fiddler as a proxy to a client that is communicating
Via Microsoft Lync in order to decrypt the traffic for the purpose of
troubleshooting failures in the Lync communication?

Fiddler is a HTTP/HTTPS proxy. As far as I understand it, SIP is not based on either HTTP or HTTPS and thus isn't something that would be visible in Fiddler.
