License for HAR 1.2 spec

Hello,

Was there ever a decision to license the HAR 1.2 spec under CC0, MIT, BSD, or, ideally (because of patent grants), the Apache 2 license, so that other things can be built on it? It'd be great to get clarity. I noticed related links (Google Code project, HAR Viewer) by Jan Odvarko used the BSD license.
