Quotation Marks removed

Hi there,

I Need help with Quotation marks. 

HTMLPurifier kills the "„" and "“" tags which are generated with a form using CKEditor4

My config ist:

$config = HTMLPurifier_Config::createDefault();
    $config->set('Core.Encoding', 'ISO-8859-1'); // replace with your encoding
    $config->set('HTML.Doctype', 'HTML 4.01 Transitional'); // replace with your doctype
  

(My Homepage is unfortunately still ISO 8859-1)
