Complements of the season!

We shall commence to work for the final consumation of our federation.

We in Africa must learn to do things ourselves instead of waiting caps on hand beggarly.

Having said that, we shall start by listing formally the members of the Working Group for African Federation as follows:

Next, I have attached a draft constitution of the proposed African Federation as a template. All we shall do is add or subtract from it. Note that we only agreed on the name "African Federation"; the remaining we shall be considering in this working group.

Every respondent to this email shall as before copy everybody. We shall continue to copy the African HTM mailing list to ensure that other countries not yet represented can do so.

I am also the Chair for the Working Group to formulate the "West African Community of Biomedical Engineering" (WACBME). So in my next mail I will bring up the draft constitution for WACBME for members from West Africa.

These shall be so harmonized that for every 3 years, we shall have a world congress on BME, the next year a regional African conference of BME, and the next year following a sub-regional conference (eg. a West African conference of BME)

So here we go.

Hi Kenneth,
I have gone through the draft constitution and it sounds brief enough for the time being. I have just suggested the XYZ to be BME+ AF = AFBME other wise i have left everything in its original state.
I seriously think that we should come up with some suggestion of at least the minimum to be contributed by organizations. We should do it now so that some activities can be implemented.as soon as possible, we need money for us to be seen as serious group of people. Where the money will be kept shall be suggested later when we know how much we will be able to raise.

Dear Emmanuel,

You are right about the name, financial contributions by each country organisation etc. However, these matters will be contained in a bye-law after the constitution is approved.

I am working hard to see if I can get sponsorships for at least one delegate from each country to attend the AFROBIOMEDIC 2016 in Abuja, Nigeria. That palce we shall formally inaugurate the Federation and fix another conference in three years

Bravo!.

The French version of the Draft Constitution of the African Federation is attached for the French-speaking countries. I need that they should peruse and confirm that this is a correct interpretation.

With this, in the next few weeks we should be able to ratify the constitution and move to the next stage of our federation.

Please let us use the remaining part of this month to tidy up the draft constitution (both the English and French version), so that by the 31st of March, the Working Group members will append their endoresement to the final document as a working Constitution.

We shall then proceed to get a few bye-laws that will enable the Federation to start in full force.

In line with this we shall look forward to meeting physically at the 1st African Conference of Medical Physics, Biomedical Engineering and Sciences supported by IFMBE and IOMP. It will be a good forum to start. We can even adopt it as our Inaugural Conference and General Assembly.

Complements of the season!

At the biomedical engineering workshop organised by THET in Johannesburg, South Africa, Oct 2015, the representatives from West Africa countries organised and proposed to form a west African biomedical engineering group.

The proposed name of the group was West African Community of Biomedical Engineering (COMMUNAUTE OUEST AFRICAINE DE L’INGENIERIE BIOMEDICALE) = WACBME.

The members representing the West African countries present formed a working group. The Working Group (WG) with the task to draft the constitution of the WACBME is composed as follows:

To start I have attached a draft constitution both the English and French versions

We shall use the next 4 weeks to peruse and endorse the draft constititution and move to the next level of formation of our dear WACBME.

The time is shorter for WACBME because if you have perused through the draft constitution of the African Federation, then that of WACBME should be a walkover.

We still need to add repr for countries not already represented in the WG for this West African Community

Thanks Kenneth for the good work. I will review as soon as possible. 

I suggest we organise a meeting through Skype after we have individually review the document. This will help us in approving the document as quickly as possible in order to commence operation.

However, there should be a timeline for individual review. I suggest we give ourselves a maximum of one week from today to review the constitution and submit our input. The representatives from the member countries should contact the leadership of their associations and do the review together within the one week period.

While this initiative is applauded, I understand that there already exists a professional BME/CE/HTM grouping for West African countries based on alignment with ECOWAS (Economic Community of West African States; French: Communauté économique des États de l'Afrique de l'Ouest, CEDEAO). The question therefore arises: How will the new structure relate to the existing structure?

Dear Mladen,

That's the kind of thing we want. Until we know about them. For instance, all the 6-7 members (countries) in the present Working Group, no one is aware of it.

If there is any member or any person that knows about this already existing  'professional BME/CE/HTM grouping for West African countries based on alignment with ECOWAS', let the person bring it up so we can harmonize it. We now need grouping that can stand the test of time.

We have eventually come to the end of the constitution drafting. From all the contributions made the draft constitution as corrected from contributions is attached. Both version (English and French) are attached.

The members of the Working Group are supposed to give their assent to the document, by replying ' Yes I endorse'. We shall need assent from about two-third of the member for the constitution to be deemed endorsed. We shall also need the signatures of those who endorse.

I know we have perused through the draft constitition (both English and French versions). So lets use the next one week to endorse the draft constitution. The six member countries of the Working Group is a manageable size, so I have no doubt that having no querries or amendments to the draft, we just need to formally say "Endorsed".
