A limited number of these "H", "I" and "K" series guitars were made in '89 and '90. They were made for the export market and have Made in USA stamped on the heel of the neck. Serial numbers are on the front of the headstock.
The serial number alone is not a full-proof guarantee of the year, so matching the instrument's serial with other characteristics and features such as neck and body dates, potentiometer codes and pick-up dates will help confirm this.

I was wondering if it is possible to swap a new model (2013, 2014) number plate and front fender for a 2007 or any other year crf with no modifications or without having to change or cut anything? I just can stand the look of my 2007's front number plate being square and the fender is ok.
I would like to fit the 13-14 front plastics to my 12 crf 250 but from what I've seen the fender will need two new holes drilled out (I think it's the rear bolt holes don't line up) and with the number board, you either make up some brackets to suit it or put them on with zip ties.
I used the OEM fenders before reading about the Cryca kit.. not too intensive.. you have to change the hole locations on the rear fender and the number plate bolts to the bottom fender with a few spacers..

Fender serial numbers are not the best way to date a Fender Jaguar since the serial numbers are not necessarily consecutive and they are on a metal plate that is easily swapped for a different number. The serial number is just one piece of the puzzle that is how to date a Fender Jaguar.
Fender utilized various signatures and stamps on the bodies and necks of Jaguars guitars to indicate what year and month they were made and by which employee. Fender Jaguars have two main date indicators: one stamped on the heel of the neck and one pencil signed in the tremolo cavity of the body (until about 1964 or so). Checking the neck heel ink stamp is best left to the Fender guitar experts but here are the steps I go through to inspect. I clamp the strings at the first fret with a capo and detune the strings all the way so there is no tension. I then hold the neck in place while removing the four screws holding the neck plate to the body. It's important to use a proper fitting screw driver for this. Here's what they look like:
The next step in how to date a Fender Jaguar guitar is to check the date codes on the electronics and the pickups. The potentiometers are the variable resistors that allow the player to adjust the volume and tone of the guitar through the amplifier. Here's an example that reads "304 6218" where 304 = Stackpole (manufacturer), 62 = 1962 year, and 18 = the 18th week of the year:
The Fender Jaguar's pickups may also have a date on the bobbin that indicates the day it was wound and by which employee. Fender Jaguars were introduced in 1962 with cream colored fretboard markers that many collectors call "clay dots" and no fretboard binding. These clay dots were updated to pearloid in 1965. By late 1965, binding was added to the fretboard. Fender Jaguars were made with pearloid dots and binding from mid 1965 to mid 1965 with various overlap of styles. By late 1966, the pearloid dots were updated to large pearloid block fret markers for Rosewood fretboard guitars. This is my serial number for my white 5 string Jazz bass, consequently the result came up as an American-made and Production Year: 2009.
It has active circuitry but no passive switch mode.
The body is Olympic white with a black 3 ply scratch plate/ pick guard, rosewood neck with white inlays. It also has Fender Corona stamped/ embossed on the 4 screw neck back plate and has one 9volt battery, not 2. The serial no. is stamped on the back of headstock.
Is there any other useful information to add, like its current value as it is good working condition and sounds awesome. I purchased it for $499 New Zealand dollars second hand.
Also whether or not the production year if there are any details on its active circuitry and/or pick ups used beside the normal fender issue.
