Is there a way to report noise complaints?

Hi all,
Living in South Quad, I am surrounded by tons of other rowdy students who like to socialize way into the middle of the night (which is fine)! But the issue has gotten so bad that my roommates and I are woken up by screams, sometimes at 4:00 am, coming from the room above us 2-3 times a week and we don't know how to handle it. We have personally knocked on their door in the middle of the night to ask them to quiet down but this is only a short term solution and they're quickly right back to their loud ways. Is there a current way to request a noise complaint/a warning from someone like DPS so they actually take what we say seriously? My goal is not to get people in trouble, we truly just want people to be more courteous, especially during the exam period. And after talking to other friends in dorms about this, I've found that other people have similar problems and most don't have the confidence to confront their neighbors directly/face-to-face. I'm looking for a way to report constant noise complaints to someone of authority (besides an RA, as that hasn't worked so far) to give them some sort of formal warning so they take our complaints more seriously.
