I thought you might be interested in this. There is a draft proposal that is open for public comment until 11-Apr-2016:
SUBJECT: Federal Source Code Policy – Achieving Efficiency, Transparency, and 23 Innovation through Reusable and Open Source Software
If you go here:
https://sourcecode.cio.gov
you can submit your comments, and they are using the same workflow we are with pull requests to their github!
