Forecast Update, Tri-County Medicaid Collaborative Seeking Applications for Community Advisory Council

Dear HSCO Members,

The state forecast shows a net drop of $18 million. The state economists delivered the June Revenue Forecast to a joint hearing of the Senate and House Revenue committees this morning. The numbers show slow but steady growth in the overall economy. General fund revenue us up $115 million from the March forecast but down from the close of session forecast. When all is said and done, and legislative actions from the short session are considered, the economist explains that the net result is a drop of $18 million in resources for the state. In the context of a nearly $15 billion budget, the state will be able to proceed without making new adjustments to the budget. The next forecast is due in September. Attached is a press packet and presentation on the forecast.

They are seeking both consumer and community members (see qualifications below). Applications (attached) are due at 5:00pm on June 8, 2012. Decisions will be communicated the week of July 16th, 2012. Dear Stakeholders:

The Tri-County Medicaid Collaborative (TCMC) is seeking applicants for its Community Advisory Council.

The organization is seeking certification as a coordinated care organization (CCO) as authorized by the Oregon Legislature. The Community Advisory Council (CAC) is chartered by the Tri-County Medicaid Collaborative (TCMC) Board of Directors to advise and make recommendations to it on the strategic direction of the organization. The CAC will help the TCMC remain responsive to consumer and community health needs.  The CAC is intended to enable consumers, which will comprise a majority of the CAC, to take an active role in improving their own health and that of their family and community members.

Please find attached the Community Advisory Council Membership Application and the group’s charter. Criteria for membership are outlined below:

Tri County Medicaid Collaborative Community Advisory Council Membership

The CAC shall have no fewer than nine (9) and no more than twenty-one (21) members selected by the TCMC CAC Selection Committee. Consumers must represent 51% or more of total CAC membership.

Consumer Members

Any individual who is a resident of Clackamas, Multnomah or Washington Counties and has been a member of the Oregon Health Plan at any point in the last two years prior to applying to be a CAC member. A legal guardian of a consumer who is a dependent child or adult, or a legal sponsor of an immigrant may also be considered a consumer member for purposes of CAC representation. A person who is uninsured and regularly utilizes safety net health services such as community health clinics, hospital emergency rooms and mental health crisis response services may also be a member in this category.

As a group, consumer members of the CAC should reasonably represent the diversity of individuals being served by the TCMC. Considerations should include but are not limited to: geographic area, race, ethnicity, sexual orientation, socioeconomic class, age, physical ability and gender identity.

Community  Members:

An individual who is 1) A community leader with specific skills in finance, auditing, legal work, international expericnec, information technology, diversity awareness, governmental affairs, public relations, marketing, or leadership development 2) A formal representative of a community agency tasked with planning for Tri-County population health needs, such as the local mental health and public health authorities, the local commission on children families, the crisis response system, law enforcement and community corrections, housing agencies, and other social service agencies within the community, 3) A formal representative of a community organization that serves or advocates on behalf of community members enrolled in the Oregon Health Plan within the Tri-County.
