Hello DHS Stakeholders and Staff,
This is a friendly reminder that we need your input on recommendations that are under review about the future of Oregon’s workforce system. Most of you who read my Director’s messages have already heard from me on this topic and know that several steps are underway to improve our work to help Oregonians find and keep good paying jobs. DHS is a workforce system partner and several of our employment programs are part of that conversation, so I want to be certain you get a chance to weigh in on the ideas for what may come next.
Changes to the workforce system will have a direct impact on the people we serve, and your best thinking is needed to improve outcomes for Oregon jobseekers and employers.
Feedback is being collected across the state this month on set of recommendations from PFM, an outside team of experts with organizational redesign and business process experience. PFM analyzed and made recommendations on the structural and process changes it believes Oregon should make to achieve its workforce development goals. Right now, these are only the recommendations of PFM, not the state of Oregon.
The recommendations were made to support the goals of the Oregon Workforce Investment Board’s (OWIB) 10-year strategic plan. That strategic plan calls for creating a workforce system that generates prosperity based on innovative people and companies.
The recommendations include the following:
- Create a shared vision, system outcomes and measures;
- Define the governance and accountability structure;
- Integrate service delivery at the state level (A single state workforce agency);
- Integrate local service delivery (Local and WorkSource centers);
- Enhance information technology support for service delivery; and,
- Enhance administrative support for service delivery.

We want to know whether you think these recommendations, if implemented, would create a strong workforce system for Oregon. Tell us what recommendations you support, what implementation challenges you see and how we could overcome them, and let us know if we missed anything that needs considering given the goals of the workforce system.

Deadline for that feedback is the end of October! Your feedback will inform staff recommendations that will be brought to the OWIB in November.
