A message from Betsy Jensvold, Administrator, DHS|OHA Office of Forecasting, Research & Analysis. betsy.a.jensvold@state.or.us

I manage the DHS|OHA Office of Forecasting, Research & Analysis (OFRA) which produces the semi-annual caseload forecasts used for budgeting. When OFRA was audited last fall a decision was made to create  a new technical oversight committee and to add external members to our existing caseload forecast advisory committees. I’m looking for suggestions on possible members for each committee in the next couple of weeks.

Attached you will find
·         Presentation made to HSCO on 4/22/13 and DHS|OHA Joint Stakeholders Committee on 4/29/13
·         Draft charter for the new Forecast Policy Oversight Committee (FPOC)
·         Revised charter for the existing Caseload Forecast Advisory Committees (CFAC)
Separate committees exist for
1.       Aged and People with Disabilities
2.       Child Welfare
3.       Developmental Disabilities
4.       Self Sufficiency
5.       Vocational Rehabilitation
6.       Medical assistance programs
7.       Mandated mental health services
8.       KidsConnect program (will be discontinued by year end)

Caseload Forecast Advisory Committees
·         Each committee meets about 6 times/year – usually twice each semi-annual forecast cycle & once in the interim (total of ~6 hrs/yr)
·         Members should be knowledgeable about & interested in the program area
·         Members are asked to attend the meetings & participate in the discussions (candidly, with an open mind)
·         Advance preparation is not required

Forecast Policy Oversight Committee
·         The committee is expected to meet at least twice a year, although extra meetings will probably be needed at the start
·         Members should be knowledgeable about forecasting processes and practices
·         Members are asked to attend the meetings & participate in the discussions (candidly, with an open mind)
·         Some advance preparation may be requested

Feel free to call me if you have questions or would like to talk.

Thank you,
Betsy Jensvold, MBA
