The Oregon Health Insurance Exchange Board is seeking public comment on the requirements that insurance carriers must meet in order to sell plans in the Exchange, as well as the requirements for Qualified Health Plans that are sold through the Exchange.

Public comments are being accepted until Friday, Sept. 14 at 5 p.m. at public....@orhix.org

The Oregon Health Insurance Exchange Corporation wants to be sure that you are aware of the opportunity to comment on requirements for insurance carriers to sell plans in the Exchange and on requirements for Qualified Health Plans that are sold through the Exchange.

These commercial plans will be sold to individuals and small businesses, with tax credits available to those that qualify. The Oregon Insurance Exchange must establish requirements for plans available through the exchange as Qualified Health Plans. Health plans will be sold beginning October 1, 2013 with insurance coverage beginning January 1, 2014.

The Affordable Care Act requires the Exchange to publish grades for Qualified Health Plans offered in the Exchange based on quality and price. These grades will be available for individuals and small employers to help them choose a plan that best meets their needs. In the first year, since quality information will not yet be available for the plans, the Exchange intends to issue a grade for insurance companies based on proposed quality measures developed by experts in quality measurement. The goals of the Exchange in developing the proposed measures are to create meaningful, tested measures based on data that is already collected.
