Conservative or Liberal? Hoover and FDR

Please show how your document answers the 1984 DBQ here. Below is
Roxanna's answer because I had not yet posted this discussion. Also,
since it is being posted so late you may take until then end of the
day on Monday.

In document B, it is characterize as liberal. According to President Herbert Hoover,"The government-national,state, and local-can join with the community is such programs and do its part", the government is giving a helping hand to everyone and creating programs such as jobs (waterway, harbor, flood control, building,highway and airway improvement). With spending large amounts of money it helps the citizens to have jobs.

Analysis of Document F
The chart in Document F shows how the federal debt fared during the administrations of President Hoover and President Roosevelt. During the Hoover Administration, the public debt increased by approximately 3.5 billion dollars. Hoover had allowed the Hawley-Smoot Tarrif to pass, which hiked up American taxes on imports to sixty percent. The debt-ridden nations of World War therefore were discouraged from doing business in America, which prevented the United States from being payed its debt by the European countries. This action can be attributed to the conservative stance of President Hoover because it consciously upholds an isolationist policy by alienating European trade from American markets. Moving to the years during the Roosevelt presidency, it is observed that the public debt rises to more than twice its value from 1932 to 1941. President adopted the Keynesian ideal of deficit spending to improve the economy by deliberately spending to better economic conditions so as to foster economic growth that would eclipse the debt that would be amassed as a result of spending. Programs such as the Public Works Administration and the Agricultural Adjustment Administration were aimed at relieving unemployed workers and suffering farmers respectively. Through these actions, President Roosevelt can be characterized as a liberal since they are a political group that advocate welfare of the people.

According to document h president franklin d roosevelt made a spech which addressed problems among the people. The characterization of FDR commonly thought to be a liberal is true to some extent because of how in the speech he made in 1937 he was showing the world that there are problems and he knows about them and he was wanting to help. He showed he wanted to help because after listing how many people where in bad places he was "we must act-NOW!". This shows that social welfare is cared about which is a liberal characteristic but we must not forget he has done conservative moves but he is mostly liberal. Therefore the characterization of FDR is vaild.

Analysis of Document D
President Herbert Hoover is characterized as a conservative to some
extent this is true.
I this political cartoon it shows president Hoover trying to save the
United States from falling of the waterfall.
He is primarily trying to save business and congress. This shows how
he is conservative because he wants to save big business to create
jobs using trickle down economics.
The last people he is trying to save is the unemployed. Instead of
immediately helping the unemployed by creating programs like FDR he
puts them last because he believes that he needs to help big business
first which will then help the unemployed. It also shows Europe
falling down the waterfall without no help whatsoever from Hoover.
As bobby said using the Hawley-Smoot Tarrif which stopped European
trade made him more conservative because he wanted American industry's
to make more money.
This tariff though is one of the reasons the Great Depression happened
because the US could not get the money the Europeans owed,

According to Document H in Franklin D, Roosevelt's speech in March 4, 1937 he is portrayed as a liberal. The reason that gives me this impression is the way in which he wants to act upon the problmens that he adresses and the intigue he has to solve these problems. The quote, "And I have aught to say it will continue on its course and it will solve those problems. . . . "Here are thousands upon thousands of men and women laboring for long hours in factories for inadeuate pay--NOW!," shows how he strongly feels about the problems that exist within the people and his usage of "---NOW" just makes his characterization more valid because he is in favor of favorable progress or reform.

In the speech delivered by Herbert Hoover in New York he states that
Liberalism should be controlled and we should "not [be] striving to
spread it." Herbert Hoover a conservative proved the general opinions
people had about him, he did not want to give out welfare to Americans
because he believed they would become languid.

To some extent president Franklin D. Roosevelt proved to be liberal
during his presidency. According to Roosevelt’s speech in New York, he
states, “liberalism becomes the protection for the far-sighted
conservatives.” Roosevelt’s point is that having liberalism thoughts
is good because it is concerned in helping people. During the Great
depression the president, Roosevelt established the three R’s which
were focusing in helping the people and the economy. Therefore,
Roosevelt has proven to be liberal and help the people.

Franklin Delano Roosevelt proved to be liberal to some extent because he gave relief to the unemployed and tried to help the economy when he said in his speech in Pennsylvania,"first we can make savings by reoragnization of existing departments . . . . Second, i hope it will not be necessary to increase the present sacle of taxes," document E. Roosevelt was planning to arrange associations, in order to save money he acknowledged that too much money was being spent in this associations and also he did not want the raise of taxes. At the same time, home relief was being held at that time of year, many Americans were depending on this relief.

According to Franklin D. Roosevelt’s speech at Syracuse, America should not go back to the conservative ways. (Document G) He did not want to support the conservatives who protected private interest unjustly, therefore he would be more liberal. He said this in the year 1936. This was the time when the focus was reform programs instead of relief and recovery.
