But here's what the adoption numbers don't show:
In most block offices, one person — usually the youngest — is managing HRMS login for 4-5 colleagues. Salary slip check karna ho, leave application submit karni ho, service book dekhni ho — sab usi ke through. Baaki log technically registered hain. Practically offline.
The interface is 100% English. Error messages English. Dashboard English. The employee it serves studied English as a subject in Class 10 — not as a language of thought.
"Session expired" — he doesn't know if his work was saved or lost. He just feels blamed by a machine speaking a language nobody gave him.
To answer your question — yes, arrear calculations need a separate tool. HRMS Bihar salary slip shows current month only. For arrear mapping post-pay revision, most offices are still doing it manually or through Excel built by someone in the district HQ.
