measuring CM activity

Does anyone have a tool or know of a tool for measuring the actual time spent performing case management activity per episode? Is the time measured in minutes spent or by the number of CM interventions performed? BUMED wants a standard tool for measuring the actual time spent on an episode of care. Each intervention would need to carry some type of weighted measure.
