Ingushetia: Man Died in Police Department
Relatives believe that he was tortured to death

On 2 April 2013 a resident of Ekazhevo village, Nazran district, Republic of Ingushetia, Alikhan Toldiev, filed a written statement with the local Memorial office in Nazran. He claims that on 30 March 2013 his brother Timur Khadzhibikarovich Toldiev, born in 1982, died of torture in the Malgobek district police department.

On 27 March, in the morning, Timur and two of his acquaintances residing at Ekazhevo, Adam Aliev, born in 1990, and Badridin Matsiev, born in 1986, were detained in Malgobek on suspicion of using counterfeit money.

According to information from the Ingushetian Security Council, 23 banknotes (2 five-thousand-ruble notes and 21 one-thousand-ruble notes) were found in the suspects' car. Toldiev's relatives learned about the detention in the evening of 27 March. They immediately hired a lawyer, who on the same day met with his client. Timur didn't complain about anything.

However, on the following day, 28 March, the ambulance was called to him in the temporary detention center. The police officers gave the doctors permission to give Timur an injection against the fever, but they didn't allow to fully examine him.

On 30 March, early in the morning, the ambulance was called again to the detention center, where the doctors recorded the death of Timur Toldiev. His body was brought to the city hospital and the doctors informed Timur's relatives about his death.

According to Alikhan Toldiev, there were many bruises and grazes on his brother's body. A medical examination was conducted, but till now the relatives don't know any of its results. After the examination, Toldiev's body was given to his family for the burial.

In his statement Alikhan Toldiev is asking for assistance in the investigation of the circumstances of his brother's death. He is convinced that the reason for Timur's death was the police officers' use of violence during the interrogation. Alikhan Toldiev submitted an application to the Republican prosecuter's office with the demand to open a criminal case against the police officers who are, in his opinion, involved in his brother's death.
