Eleven Russian NGOs Submit Application with the European Court of Human Rights against the “Foreign Agents” Law

Today, February 6, 2013, eleven Russian NGOs submitted an official application with the European Court of Human Rights (ECtHR) in Strasbourg against the Federal Law No. 121-FZ, widely known as the “Law on Foreign Agents.”

Eleven NGOs that submitted the application are:

Golos (with headquarters in Moscow) Citizen Watch (St. Petersburg), Civic Society (with HQ in Moscow), For Human Rights Movement, Committee Against Torture (Nizhny Novgorod), Mashr (Ingushetia), International Memorial and Memorial HRC (with the head offices in Moscow), Moscow Helsinki Group, EcoDefence (Kaliningrad), and Public Verdict (Moscow).

The application was drafted by “Memorial” HRC's Senior Lawyer Furkat Tishaev. The applicants' interests are represented by “Memorial” Human Rights Centre, based in Moscow, and the European Human Rights Advocacy Centre, based in London.

Tomorrow, Thursday, February 7, the eleven NGOs host a news conference at Moscow's Independent Press Centre (17 Prechistenka St.).

Tomorrow's news conference will focus on:

why the Law on Foreign Agents violates Article 11 (freedom of assembly and association), Article 10 (freedom of expression), Article 14 (prohibition of discrimination), and Article 18 (limitation on use of restrictions on rights) of the European Human Rights Convention;

the status of potential victim;

systemic issues involved in the “Foreign Agents” Law.
