Memorial Human Rights Centre Requests Prosecutors to Explains Reasons Behind Check
“Memorial” Human Rights Centre has filed an official request with the Moscow Prosecutor's Office demanding an explanation whath piece of information was behind the launch of the check conducted by the prosecutors.
The prosecutors arrived at “Memorial” HRC Tuesday, March 26, alongside representatives of the Federal Taxation Service and the Justice Ministry. Late last week, similar checks began at the International Memorial and the Moscow Memorial, all members of a large network of “Memorial” organisations.
The official letter issued by the Moscow Prosecutor's Office and dated March 21, 2013, says that the check is aimed at examining whether “Memorial” complies with the “current legislation” as one of Russia's “public, religious, and other non-profit organisations.”
Meanwhile, Article 21 of the Prokuratura Act, or the law governing the work of Russian prosecutors, says that the prosecutors are authorities to launch a check if they have been informed that the law is being violated by an organisation. Prosecutors Dmitry Chernomorets and Maxim Dudarev, who are examing “Memorial” HRC's activities, have both declined to explain which data in the possession of the Moscow Prosecutor's Office gives reasons to believe that “Memorial” violates the law.
With that in mind, “Memorial” HRC has filed an official request with the Moscow Prosecutor's Office with the following questions:
1. What exactly is the information (including its source, date and contents) that has prompted the prosecutors to launch the check?
2. What exactly is the law (including the law's official name and articles) that, the prosecutors believe, might have been violated by “Memorial.” The request was submitted to the Moscow prosecutors yesterday, March 26.
