Ingushetia: Zechoev's Relatives Want to Hold Law Enforcement Officers Accountable for the Kidnapping of their Son

On April 1, 2012, the relatives, colleagues and friends of Abubakar Isaevich Zechoev, born in 1978, addressed a written request to the current President of the Russian Federation Dmitry Medvedev, the incumbent President Vladimir Putin, as well as the head of the Republic of Ingushetia Yunus-Bek Evkurov. They demanded “immediate access of the lawyer and doctor to  the victim; to hold accountable all the law enforcement officers that took part in the abduction and to put an end once and for all to the practice of kidnapping and extrajudicial executions”. “If the authorities  do not listen to us, we are going recur to all peaceful means of protests, rallies and demonstrations”. Let us remind that Abubakar Zechoev was kidnapped by unidentified armed persons on March 22, 2012, around 21 pm in the village of Ordzhonikidzevskay (Slepzovskaya) Sunzhensky region, Republic of Ingushetia. The abduction took place in the territory of the main pumping station of  state enterprise “Vodokanal”, located in Kalinina street, where Abubakar works as an operator. Three persons witnessed the kidnapping: an electrician, an engine driver and a guardian. According to them, the kidnappers that broke into the premise of the station were armed and wore camouflage uniforms and masks. Three of them attacked Abubakar and beat him with the butts of their riffles. The rest of the workers were tied and aimed with weapon. Abubakar was then taken to an unknown place (
On March 25, in the Sunzhensky administrative region, Evkurov - head of the Ingush Republic, held an exceptional meeting with representatives of law enforcement bodies and the relatives of Abubakar. Amir Sultygov - head of the public security police of the Russian Ministry of Internal Affairs for the Republic of Ingushetia, reported about the circumstances of the abduction. He also informed that investigations are ongoing exploring different scenarios.
Evkurov ordered representatives of law enforcements agencies to concentrate all their efforts on the search for Zechoev. He addressed the relatives of the victims with the following words: “If you have any information, share it with the bodies of the Ministry of Interior and myself. Our main goal is to take Abubakarov home save and sound”. The head of the Republic called for calm and self-control.
“There are people, who try to manipulate your feelings to reach their personal goals and destabilize the region. Believe me, if a rally could bring any good, I would be the first demonstrator. But this problem has to be solved in a different way”, underlined Evkurov.
The head of the Republic sharply criticized the activities of the law enforcement agencies saying that they should have information on each suspected car and person.
Evkurov expressed dissatisfaction with the work of Kuriev - the manager of “Vodokanal”, as well as with Gurazhev – head of the security service of the pumping station, and ordered their dismissal (  
So far the whereabouts of Abubakar remain unknown.
