On the advice of Adv. Rabindra Ghosh the Founder President of Bangladesh Minority Watch, I would like to request you to give a legal support to a Human Rights Activist Mr. Manindra Ranjan Dey. The victim Mr. Manindra Ranjan Dey is a Human Rights Activist of Human Rights Congress for Bangladesh Minorities (HRCBM) in Sylhet chapter who is under treatment in Sylhet M.A.G. Usmani Medical College & Hospital now.
On 22 March 2013 the victim Mr. Manindra Ranjan Dey was returning home after joining a prayer for the late honourable President of Bangladesh Mr. Jillur Rahman at a temple Sri Sri Mahaprabhur Akhra. On the way he stopped his motor bike in front of Hotel Mashrafia at Bandarbazar in Sylhet to have a tea break. At this point the perpetrators attacked the victim. They cut off the main vein at the upper portion of ankle of left leg of the victim. The wife of the victim Ms. Diva Rani Dey filed a case at the Kotwali police station in Sylhet. But till now none of the perpetrators has been arrested. Even the perpetrators keep continues threat to the victim and his family and the administrative didn’t give any support yet.
Today I was able to contact with Mr. Manindra Ranjan Dey through Mobile. He informed me that all the perpetrators are activists of ruling political party Awami League and the violation is not basically based upon the position of the victim to any certain group like minority. The reason of the attack was dispute about land property. There is a dispute regarding land property among the victim Manindra Ranjan Dey and the perpetrators. In the last year the same perpetrators tried several times to grab Debottar Property (Hindu land owned by a temple Bishweshwar Jew Mandir). They demolished Pratima (statues of deities), houses, and also harassed sexually the wife of the devotee of the temple Mr. Manindra Ranjan Dey. Attackers caught Ms. Diba Rani Dey (wife of the victim) tied her body to a bamboo and harassed her sexually. The victim also informed me that the perpetrators keep continuous treating to his and also his family. They treated the victim if the victim will not pull out the case file they will kidnap the victim’s child. After that today on 09th April 2013 Ms. Diba Rani Dey (the wife of the victim) filed another General Diary against these perpetrators. Though the victim has applied for regal help to administrative office but he failed to get any legal help from the administrative office. The victim and his family are scaring of their unsecure life and the uncertain future. When the victim was talking with me he was crying and seeking for the legal help.
I also contacted with Dr. Dilip Das Chowdhury the president of HRCBM in Sylhet Chapter. He informed me that a human chain was organised by Human Rights Congress for Bangladesh Minorities (HRCBM) on 30/03/2013 and Adv. Rabindra Ghosh and his investigation team also joined the human chain and demanded exemplary punishment of the perpetrators which has been published in newspaper on the following day. But till now they didn’t get any support from both side the administrative office and the HRCBM Central. Dr. Dilip Das Chowdhury also scared about the victim’s future.
On 30th March 2013, a team of BDMW lead by its president Adv. Rabindra Ghosh visited the spot and enquired about the incident and most of the witnesses deposed that the incident took place is true. The team visited the victim, Mr. Manindra Dey who was hospitalised at that time for treatment. There is a dispute regarding land property among the victim Manindra Ranjan Dey and the perpetrators. The victim informed BDMW that the reason of the attack was the dispute regarding temple property. The attackers referred that as the victim was conducting two cases in court and charge sheets have been submitted by police against perpetrators regarding the previous case number 117/2011 and 205/2012 filed by Ms. Diva Rani Dey (the wife of the victim). In the last year the same perpetrators tried several times to grab Debottar Property (Hindu land owned by a temple Bishweshwar Jew Mandir). They demolished Pratima (statues of deities), houses, and also harassed sexually the wife of the devotee of the temple Mr. Manindra Ranjan Dey. Attackers caught Ms. Diba Rani Dey (the wife of the victim), tied her body to a bamboo and harassed her sexually. Bangladesh Minority Watch (BDMW) also visited the spot on 16th July, 2012 and investigated the incident committed by Md. Kamal, Md. Jamal, Md. Sohel and Md. Helal on 30.01.2012 and 11.07.2012 subsequently. Police could not arrest those perpetrators.
