The command above created a Tunnel in my account and issued credentials for that Tunnel to this instance of cloudflared. The Tunnel I created is not ephemeral or dependent on cloudflared to be running. For example, when cloudflared restarts, I do not need to recreate this Tunnel.

Are you looking to install Cloudflare warp on Linux? No problem, you are welcome to DuniarTips. Install Cloudflare WARP Linux like a pro with a little help from Duniartips. You have two ways of installing WARP on Linux, depending on the distro you are using: Package repository, and APT/YUM repository.
Cloudflared Add-on release v4.1.1 contains the cloudflared binary (which sets up the tunnel to Cloudflare) with version v2023.4.0.
You can consider this independent of the Home Assistant release. So it will work if you use HA with version 2023.3.6.
Agreed, thought there is one limitation as far as I know: you cannot simply access the RDP connection form your client but have to either run WARP or use cloudflared on the client as well. See detailed description and the two options here.
I myself have tried this multiple times, but since I do not want to use WARP or Cloudflared on the clients this is not feasible for me. So please let me know if you find / know another way

I was able to setup accessing my home network using this guide running Cloudflared tunnel on a different server. The guide states to have warp-routing enabled in a config.yml. Not sure if that is really needed.
You ask about warp but show a message that looks like it relates to a different service
ipinfo.io. I don't use either product so I may not understand the repationship between the two but it seems like if you want more access to
ipinfo.io you would need to subscribe to a higher tier of their service. Before you do that, You may want to make sure you understand how it relates to the warp service if you are only interested in using Warp.
If curl --interface cloud still returns "title": "Rate limit exceeded" and you are manually testing what ip address is seen, you can use a different service to check your ip address such as
ip.me or
www.whatismyip.com. There are more as well. If you are mot connecting through warp or a vpn, that result may be due to your new isp using CG-NAT or simmilar and many customers are testing like you are. Also, maybe if you are tunneling, others share the same exit point.
Good luck.
After creating your configuration, simply run bash warp-up without parameters, and you are good to go. However, all configuration options can be overridden by executing Warp-Up parameterized, as usual.
You may want to execute Warp-Up on your dedicated server or VPS. Please note, that many IP addresses and ranges are blocked by Cloudflare (e.g. Hetzner) thus they're unable to connect to the
cloudflareclient.com API. Instead, you should run Warp-Up on your local machine.
It would be great if somehow they could work together, basically use Cloudflare Warp as the exit node (its not quite a standard exit node as it will route to the nearest warp location) for untrusted internet connections.
First of all, download WARP desktop client from -warp. You can also use sudo apt install cloudflare-warp (but mine is not working, so I download and install .deb image using software installer).
