HP Laptop Power Problem

Dear All,
I have a problem with my son's 2 year old HP laptop which
I help you may be able to help with.
Basically each time he switches the power button on, it flashes as
power on, and then goes off, and even a new charger has not done
anything to solve or change the situation.
We had a few problems some days before hand when installing some
Windows updates after 1 seemed not to be installed & we had great
difficulty getting it back up and running.
We don't have a CD Rom of Vista to try and boot from (because Mr Gates
doesn't like to supply them), and no backup discs to work from,
although if we could get it to boot we might just try a clean restore
Any help would be extremely gratefully received
