It’s hard to imagine that adding weight to a wheel assembly would improve efficiency.  I have heard that balancing needs can work for balance

Balancing beads do work at highway speeds where it is most important to
have good balance. However they do not work well with low profile tires
and can only correct a small imbalance. They work best with large truck
and bus tires.

Aha.  I believe that something similar is used to provide balance for washing-machine tubs,  but not ours.  It's a Maytag from maybe 1962 and relies on a substantial cast-iron weight that's bolted to the drum shaft somewhere.  This apparently opposes oscillation of the drum at high spin speeds.
