Not in my experience. I've found the portions to be very generous.

Wow, you stumped me. There are plenty of Colombian places (a neighbor of
Panama). Try La Gran Sorpresa on Richmond and Dodo's Chicken on Richmond.
They are 2 of my favorites & there are several others along Richmond just
east of Gessner that are Colombian food. You also mentioned Honduran and
you can get Honduran seafood soup at Orlando's on Hwy6 near Clay. But I
don't know of any true Panama places.
