I have a few updates from the City. It is a busy time right now.

1.   The City’s new Multi-Unit Property Tax Exemption (MUPTE) program is now live https://www.corvallisoregon.gov/cd/page/multi-unit-property-tax-exemption-mupte-application-now-available MUPTE can be a good tool for creation of workforce housing because it does not have the affordability requirements that most other housing subsidy programs do. We already have several developers who have come into town and started tying up property in anticipation of MUPTE going live, so stay tuned over the next 12 – 18 months as they design their projects and bring them forward. If you have been down to Eugene lately and noticed all the mixed use development going up, that is almost all due to Eugene’s use of MUPTE.

2.   The 100 units of affordable housing at 53rd and Country Club (53rd Flats) is fully constructed now. 3.   Our largest new affordable housing project, “Union at Pacific Highway” is moving along at a steady clip. It is located on South Third at Wake Robin/Goodnight. The first of its 174 units are expected to be ready for occupancy in August and they will be finishing up building by building over the months following as they complete construction. 4.   The affordable project in Willamette Landing called “The Rivergreen Landing Apartments” will be following quickly behind with its 84 units. It is expected to have its first move-ins in November and it is expected they will start taking applications in the next few weeks. 5.   We have not stopped with the affordable housing efforts, but are already working with other affordable housing developers to get the next round of construction projects in the pipeline. Stay tuned. We can’t announce anything yet, but you’ll see some projects coming forward for additional state/local funding in the coming months.

6.   On the houselessness front, there are also a number of other things going on at the City.

a.   Earlier this month, the City Council authorized us to proceed to acquire a 1960s mixed use building for use for transitional housing for people in danger of becoming houseless. The City is in a partnership with Benton County where we will own the building but they will be master leasing it and providing services either directly or indirectly through service providers. One of the problems with the tight rental market in Corvallis is that it can be hard to get private sector apartment units to participate in some government programs for challenging populations, so this building will provide some relief and flexibility for the County and its programs.

b.   Tonight at the City Council, we are seeing the last of the increased spending from the pandemic get utilized before we return to our much lower normal levels next year. We are providing over $1 million to Corvallis Housing First for the construction of 47 units of permanent supportive housing on South Third at their Budget Inn site. Construction should begin over the summer. We’ve been working with them for a couple of years with assistance of local funds to help through some of the due diligence steps necessary for state and federal funds. The project is largely funded with state and federal funds.

c.   Also tonight, we are allocating $1.2 million to purchase the Men’s Shelter. As you may know, that key part of the social service network is operating only with a lease and that leads to financial instability as well as prevents Unity Shelter from accessing some federal and state funds. Purchasing that building will allow the community to have certainty that those beds will be available for the long term and hopefully stabilize Unity Shelter’s operations more.

d.   We are also providing $82,500 of CDBG Human Services funding for Jackson Street Youth Services, The Arc and The South Corvallis Food Bank.

e.   Also on the agenda tonight is the allocation of the City’s Social Service Levy funds for nonprofits. This year, the amount which we distribute through United Way has risen from $360,000 to $480,000. If my count is correct, United Way is recommending that it be allocated to 25 different non-profit programs.

This is amazing work from the City of Corvallis. Do you have any contacts at United Way? I'd love for HomeShare Oregon to be on their list for any RFP opportunities for nonprofit funding.

For many years I have shared my 2 bedrooms upstairs with students who could not afford Corvallis prices(mostly from Oregon and grad students. It provides a little income and /or help for me. Wish more people with more bedrooms then they can sleep in did this. It is one that works in Corvallis.
