Who is higher? An Administrator or the Deputy Registrar?

This is the case of Andheri Panchvati CHS Ltd., C.D.Barfiwala Marg (Juhu Lane), Andheri West, Mumbai - 400 058 ( Regn No. Bom / HSG / K -WEST / 7243 / 82 ). This is mainly to highlite the irregularities being followed at the Administartors' level. 

1) The Deputy Registrar Shri Rajendra Veer of K - West Ward appointed Administrator Shri Chandrashekhar Dongarwar on 31.05.2012 for six months.
2) On receiving complaints against Shri Chandrashekhar Dongarwar about corruption, the Deputy Registrar changed the administrator and appointed Govt.Certified Auditor Shri Chandrakant L.Barge (P/L No.AGD - 1359) on 07.08.2012.
3) The Administrator Shri Chandrakant Barge took over charge of the society on 18.08.2012 and informed the Deputy Registrar vide his hand written letter dated 18.08.2012 through Inward Mail No. 4626 dated 21.08.2012 of the DR's office.
4) The Administrator Shri Chandrakant Barge was never found in the society's office but was always found in the house of Shri Kekin Shah Ex Secretray who was DISMISSED AND DISQUALIFIED for one term by the Deputy Registrar vide his Order No.1073 Dated 30.05.2012.
5) The Administrator Shri Chandrakant Barge has never fulfilled his duties as an Administrator and has not furnished any information required by the members, evidence can be provided.
6) The Deputy Registrar appointed an Election Officer Shri Prakash Ghaiwat vide Order No./.2943 Dated 11.10.2012 who conducted the election as per the procedure and declared Final List of Contesting Members on 24.11.2012.
7) The Elcetion Reprt of UNOPPOSED  candidated was published on 02.12.2012.
8) The original order to appoint Administrator Dated 31.05.2012 has already expired.
9) The Aministrator Shri Chandrakant Barge is served with a letter dated 07.01.2013 by the Deputy Registrar vide Outward Mail No.84 with instruction to hand over the charge of the society immediately to the newly elected members.
10) The same letter dated 07.01.2013 vide Outward Mail No.84 was also served in person to Shri Chandrakant Barge by Shri Digamber Helode of K West Ward on 10.01.2013 in his office with due acknowledgement.
11) The Administrator Shri Chandrakant Barge has been REFUSING to hand over cahrge of the society to the newly elected Chairman / Secretary for the reasons best known to him alone.

I, as a Jounalist, an Author on HSG Related matters, a Social Worker, an Activist of Housing Societies' Related Problems and as an aggrived party myself, seek your immediate intervention and arrange to order Shri Chandrakant Barge to hand over peaceful charge of the society within 48 hours or before my filling a Criminal Case and a Writ Petition in the High Court of Mumbai.

I also pray to initiated the strictest disciplinary as well as penal action against Shri Chandrakant L.Barge to set an example to all the administrators on the penal who do not obey the orders. They they must realise that no one is above the law.
