Sir,
We, the Housing Societies' Activists are committed to protect the inetrest of appx.4 Crores to 5 Crores members residing in appx. 82,000 co-operative housing societies in Maharashtra. As the disputes are increasing day by day amongst the members, specially on the issues like Deemed Conveyance and Redevelopment of societies, we hereby register our PRAYER for TIME BOUND REDRESSAL of genuine grievences of the citizens as per the following directives issued by your very own Department.
The directives are very good but are not being implemented at various levels of the co-operative department. We request that the department must avoid use of words like "directives", "guidelines" etc. while issuing circulars to be implemented by housing societies. The circulars in form of directives give room to ARs / DRs to interpret a circular the way they deem fit. They must be announced only in forms of MCS Acts, MCS Bye Laws, MCS Rules etc.
They MUST be made mandatory to be followed by all the concerned.
We DEMAND and INSIST that a fresh GR may be issued including at least all the four following GRs / Mannual / Circulars issued by the Government iteself and be STRICTLY followed and implemented by all the officers at co-operative departments at all the levels for TIME BOUND REDRESSAL:
