Complaint to DR K - West Shri Mahendra Mhaske about the Administrator Shri C.L.Barge

Where is 97th Amendment where there is NO provision of appointing an Administrator ? This is a Complaint to Deputy Registrar of K - West Ward Shri Mahendra Mhaske who has just taken over K West Ward from Shri Rajendra Veer on transfer. The complaint is about the Administrator Shri C.L.Barge who seems to be above the law.

Can this happen without the "blessings" ?
