It seems that they only want "up to date" browsers on the internet, considering so many sites use Cloudflare security this is a de-facto ban of older systems and alternative browsers (including non Javascript-enabled ones) from the internet. Any browser that fails the test gets put into an infinity loop or an "update your browser" message (where they can't update as they have an old version of Windows). Meanwhile there are reports that browsers like LibreWolf and SeaMonkey can't get through either. See Cloudflare's page about the issue.
