The Food Retail Expansion to Support Health Program (FRESH) was created in 2009 in response to a citywide study. Going to Market. This study highlighted the lack of neighborhood grocery stores providing fresh food options in several New York City communities. The goal of FRESH is to encourage stores in underserved communities that provide a full range of grocery products including fresh meat, fruit and vegetables.
NYC Planning released a report finding that the FRESH program now brings fresh food within walking distance of 1.2 million New Yorkers, with stores serving an additional 300,000 in the pipeline. Read the report here.

The Fresh Brothers story starts in Chicago with the Goldberg brothers, Adam and Scott. Scott opened the Miller Pizza Company in 1985, embracing Chicago-style pizza. The resulting lack of affordable, fresh food in these neighborhoods has been linked to higher rates of diet-related diseases, including heart disease, diabetes, and obesity. In response, the City established the Food Retail Expansion to Support Health (FRESH) program.
Program Eligibility
FRESH incentives are available to grocery store operators and to developers seeking to construct or renovate retail space that will be leased by a full service grocery store operator. Stores that benefit from the program must be located in an eligible area (see map on the FRESH website via the Links to Additional Information) and meet the prerequisites outlined below.

The Fresh Fruit and Vegetable Program (FFVP) provides all children in participating schools with a variety of free fresh fruits and vegetables during the school day. It is an effective and creative way of introducing fresh fruits and vegetables as healthy snack options. Elementary schools with a free and reduced-priced eligibility of 50%, or Community Eligibility Provision (CEP) equivalent, or higher may apply for this grant opportunity each year.
