Viewer screens different brightness (WL/WW) setting

Hi all, first of all I'm a IT technician and not a user of Horos. I'm trying to assist some of our clients that are using Horos with maintaining their IT. That is why I'm not into all of the medical and Horos terms.

On of the clinics has an issue with studies coming from one of their x-ray rooms. So the studies opens up on two external monitors, for comparing images.

Monitor 1 - image looks normal
Monitor 2 - image is very dark and you almost can't see anything

If we use the mouse click of change the brightness of the image on monitor 2 to correct brightness, then monitor 1 is very bright almost totally white.
If I turn off "Propagata" and then reset view on both monitors, both images looks perfect.

But then the next study, from this room, we're back at image brightness is off on monitor 2. How do I fix this ?
From other x-ray rooms there is no issue with this. To be honest, I don't know if there is difference in x-ray machines doing hands (works fine) and x-ray machines doing knees (brightness issues)
