QUERYS IN SQL SYNTAX

Hello! Does anyone know if is possible to add a IF / ELSE syntax in the Users of the web portal in the Filter (Study Table letter) we need to perform a very specific access to studies where the studies will be shown to the user IF a condition is met.

Like 

IF (comment2 CONTAINS[cd] 'MEDICAL ALERT') YES==YES ELSE YES==NO

I'm not really sure if this is possible though.
