Began began with quick report:

Sung: Need more Techs; listserve restarted.
Borkovec: Not gonna go through this whole thing, but in summer months
wants to give a report. Doesn't know exactly what Board wants, but
cited stats…ground school attendance
Paul (council president): ordered two projects; one to mount in mid-
July in Chartroom; another for Bradley Lounge.
Jenn: ground school class just attended
Maniaci: something about t-shirts; Jill in central reservations not
returning calls. Working on free sail stuff. A number of keelboaters
have contacted her to volunteer for FREE SAIL Day, June 6, 2009.
Blake: equipment coming in? Won't break as much.
Watson: Free Keelboat Picnic Open on June 21, 2009 (Sunday). We just
did a Picnic last weekend on Decoy, Soma, Knotty Rascal and two
private boats together.
Erica: going to a wedding…bridesmaid.
Rugowski: Diving; trying to deal with shop; not much time. Work.
Rudder at 30 feet depth?
Duerst: Up to a lot of little things; wedding. Banter about wedding
parties. Working on speech. Laughter.

Moving on…

Duerst asked if all got copy of meetings for two different meetings.
Any objections? One mention of need to revise. Sung said would work
on as a group soon.

Donations:
Scow—we will accept it.
New Sails; Donation letter 2 I-20 jibs; E-Scow Jib; Brandon says
all good.

Motion to accept proferred; seconded; passed by show of hands.

Secured boats Issue:
Duerst discussed list of fleets that need improvement.
Techs:
Sung, Blake, Rugowski:
Blake: Nothing
Sung: 15 are rigged; would like work-parties to rig more. Sung
wants to learn, asking for help from shop to learn. Debate with
Rugowski as to how many are actually rigged. A lot of hulls sitting
out there; Debate. Rugwoski sent note to Jake to prioritize
centerboard tech work. Sung will try to start one up. Needs guidance
from somebody in the shop. Sung will talk to Jake. Sung: 5 hulls
should be landfilled. Rugowski: Plan was to have 40 huls around,
have 35 sailable. Rogers said if some are for landfill, to go for
that. Pair of stops on centerboard; for some reason new Techs made
them of plastic, which loses when it hits aluminum, and destroys
fiberglass eventually. Lot of time to fix new Techs. None have cut
through boat hulls yet, but through stoppers so far. Supposedly was
to be fixed in winter, but Rugowski doesn't know what happened with
that; now must be fixed. Duerst asked if boats can be fixed before
Pirate's Day. Maniaci said need 16 Techs for Pirates' Day. Rogers
asked how many are need for Instruction. Stepehenson said he needs 20
for racing Techs. Sung; this previous week, 4 Techs only available
for instruction while racing was happening too. Duerst: Hopefully
ready by Pirates' Day.

Scows:
Maniaci: With fleets and boats for volunteers, website…one volunteer
hour disappeared; now volunteer hours not showing up where should be…
Discussion with Cherniak as to what is disappearing on website
regarding work-parties.

Badger Sloops:
Blake (of shop): Rudder lost. Skin-diving for it. Wants to get
scuba gear to go find it. Bottom is sand. Paul said Scuba social
list might respond to help find it. East of Porter boathouse; but
then west of porter boathouse. Off porter boathouse 100 yards in
either direction. Three guys from shop can do it. Rugowski discussed
particulars of past dives. Shop has means to make one in shop, but
requires a lot of time. Considering economic state of club, Blake
would opt ot make one in shop, rather than purchase one.

Duerst asked: On Friday, did somebody crash a sloop full speed into
Terrace rocky shore? Borkovec offered greater details from UW
Lifesaving. Laughter. Holman knows who it was. Saw it happen.
Stuck in irons; panicked. T-bone into Terrace steps. Rogers asks
that persons file incident reports in boathouse. Holman didn't think
there was damage.

J Boats:
Duerst: Onward Bound is unsecured. Minnow is taken out for year.
Wickers stated that bulkheads were falling apart. Rugowski said not
as bad as Off Call, whose bulkhead he pulled out. Minnow now at
Mendota Boat Works. Minnow had drywall screws run through hull,
leading to rotting. Rogers asked what happens to its pin. Bob is
talking to waitlist. Rogers; 80% something or other. Wicker will
follow up with Bob Wright.

Maniaci asked what we have to sail for Saturday, June 6, 2009. Holman
provided Off-Call's equipment, traveler, ripping out of deck. We have
Shakken sailable. Toy good to go; Soma good to go;

Rogers took over discussion to talke about unsailable boats. Duerst
said Grinstead pushed all his funds to racing keelboat fleet. Wicker
corrected this statement as incorrect. Discussion that Board
previously decided 3 keelboat fleets would share budget funds as
Captain discretion.

Cherniak asked how much J boat nees money, and how much People;
Wicker answered 90% of problem is using persons. Rugowski and Blake
said there has been blatant disinterest in J Fleet for using shop
staff to fix the J boats. Duerst said it sounds like People is the
problem. KIII is out of parts; Off-Call needs a person with
fiberglass experience. General discussion all around. Rugowski noted
limits on when Hoofers can fiberglass; 8am – 12pm. Nor are we
supposed to fiberglass out on piers. Estrella needs a backing plate
maybe on traveler. Wicker said we need shop to cut some backing
plates. A custom part for KIII has not arrived. Brandon asked if we
have ever had a relationship with the Madison Area Technical College
(MATC) machine shop, wehre he knows the director. Lots of students
there looking for projects to work on. Discussion of Off-Call's
problems. Rugowski answering questions, saying "How nice do you want
it to look?" Estimates over work time needed. Right now shop is told
not to do it.

Duerst: We need to address now…sounds like Grinstead has been doing
everything with his fleet, but it might be better to let others do
some stuff. Chris Frye has done a lot of work. Spent time with him
tuning rig. Doesn't see problem with shop taking care of J boats
now. Cherniak said there is clear demand for more lessons on
keelboats. Speech to let shop do it. Rugowski said downside if shop
does it, it will detract from Techs. We should recognize that; no
magical hours.

Paul: Why has shop been given a no-go? Rugowski's impression is that
they want to do everything with volunteers. But hasn't conversed with
Paul Grinstead. Heard this from Jake, Head of Shop.. Mike
Stepehenson asked Duerst to get in touch with Paul first before doing
anything. Wicker suggests taking a motor of Estrella and place on
Onward Bound, which has nearly washed up this year already.

Duerst; no need to make motion. Suggests asking Frye to coordinate
volunteer work-party. Stephenson asks that we see first what
Grinstead is doing. Wicker says part of being a skipper on J boats is
expecting them to take some ownership responsibility in fixing it.
Erica says, at same time, there has been no communication here about
work parties, anything. Happy to publicize work parties, but cites
grating lack of communication. Watson asked if there are Chief
Engineers for each J boat? Duerst answered he is not aware there is,
that Paul has taken all upon himself.

Duerst is ready to reassign J work if by weekend Paul doesn't have
boats working. Blake assured Off-Call could be sailable by
TerraceFest if shop allowed to work on it now. Rain cited for this
weekend. Rugowski said. Duerst said he will call Paul Grinstead
after meeting.

Sung suggested we place Estrella's motor on Soma, or Knotty Rascal.
Laughter.

Cherniak asked more about Estrella. Duerst assured he would speak to
Grinstead.

Racing Keelboats
Wicker: All are functional right now. Soma is leaking hydraulic
engine drive fluid. Right now engine does not work. Toy works.
Decoy is having sails shaken out. Decoy fully functions now.
Thursday is going through with training first instructors. Decoy
skippers are reminded ends of Tech, 420 and Sloop piers are for Decoy
to dock! (Risk of grounding). Tomorrow orientation sail for Soma
skippers to sail Decoy.

Cruising Keelboats
Wicker: Spray is secured due to major oil leak. Could be sailed in
light winds. Only 150% jib right now. No way to charge batteries
either. Holmann said roller furler is not quite ready. Watson
answered Rugowski's question on maneuvering Spray with just a
mainsail, suggesting not to do so without jib available.

Wicker: Knotty Rascal's impeller may be repaired Friday. Will be
sailable as a sail boat only on Saturday.

Paul asked about recap of all keelboats available.

Stephenson asked if Spray's engine is a money issue since we discussed
it in budget session. Wicker answered that folks are slated to work
on it.

Maniaci asking about windsurfing, etc.

Duerst ended discussion fo secured boats.

Stephenson on modifying racing rules for Club, distributing a page of
written material citing Rule 18. Olympic rules. Change of zone
definition. Detailed discussion of changing Tech rules. Holman wants
to stick with present rules. Stephenson debated idea of change.
Holman said three boatlengths is how we do it on keelboats.

Blake moved to accept Stephenson's changes; Seconded. Debate
ensued. Motion carries by unanimous show of hands.

Duerst; Next item, a formality, must approve accepting all new
members since last meeting. Since the last approval, correction.
Rugowski notes it means we will all be approving admission of
ourselves in that case, it has been so long. Rugowski read the
motion. Watson asked how issue arose. Rogers said it must be done
periodically, sort of like approval of minutes. Rugowski moved to
amend to delegate authority to accept members to the Commodore.
Mention of a "Hoofer Harem" to approve. Sung asked for somebody to
actually word the motion. Rugowski did so. Sung keeping up typing…

Duerst: Budget comments from STepheson. Discussion of money.
Preliminary stuff will show better later. Comes out June 15, we will
get preliminary May 2009 data. June 17 is a BOC meeting.

Rogers offered unsolicited information on financials. Sneak Peek.
Final. Two month period. Current month. Includes stuff from last
month. Helpful to look at Hoofer Sneak Peek. Look at Transactions
column. Now shows all detail form beinging of fiscual year first.
Everyone is encourage to correct. Locked in. corrections needed.
Stepenson and Maniaci discussed data analysis. Cherniak added that he
has a problem, in that he is not spending all his budget. Stephenson
asked him to hold off on this discussion until later. Discussion of
placing newspaper advertisements.

Duerst: Card check out system works great. Cherniak elaborated.
System works 99%. Asked for input. Maniaci asked about number
choice. Should she get a card she asks? Sung asked about inputting
numbers for sails. Cherniak said he is working on differentiating
racing and day sails. Larsen and Pagac bought the cards years ago.
Cost discussed. Wicker asked we wait and see…

Stephenson mentioned his ratings disappeared in the computer system.
Rogers said something about Tech ratings. Blake said his Spray rating
diappeared—laughter from the group.

Duerst moves on to Bytes issue. How many should we buy? And we
should approve how much money to spend. Stephenson has two messages
out on Bytes. Bid they sent us was for C-2 rigs, we assuing aluminum
rigs. Stephenson is hesitatant to get C-2s. Thinsk we will break
carbon fiber masts. Big constraint. Says no more Dacron sails.
Mylar sails on alumnimum rig doesn't mean much. Must figure out
before we decide what to buy. We have $75,000 in pool for this
fleet. Will stop making Dacron Sails. Mylar are that much better.
Bid done June 11, 2009. Stephenson doesn't want to make any decisions
on it yet.

Duerst said we decided on 8 Byte boats. Wicker asked about price
difference. $300? Rugowski asked if a loft like UK could be brought
on to make Dacron sails. Wicker agreed. Stephenson said especially
for youth sailors. Duerst and Stephenson basically said we will
wait. No fleet until end of August 2009. Right now we cannot get
boats. More like September 2009. Rugowski asked about boat storage.
Stephenson said these would replace some old Techs. Cherniak asked if
we should just order them for 2010. Stephenson responded a discount
comes with ordering in 2009. Rogers owns a Byte. Duerst asked Rogers
to sail it over here sometime. Duerst said Bytes will come up next
meeting.

Duerst moved meeting to TerraceFest 2009. Volunteer lists are
filled. She still needs help skippering and crewing. Sailboat rides
only go to 8:30pm. Rugowski reiterated that we made TerraceFest and
permanent special event for capacity limits. Maniaci invited Paul to
comment on Union Council interpretation fo TerraceFest stuff. Tables
set up for all clubs; will push trial memberships for $40 each at
Outdoor Rentals. Included in this is a bunch of stuff. Watson asked
if this info in on Hoofers' website? Paul answered no, but that there
are printed materials available during TerraceFest describing the
introductory membership.

Paul wants to introduce Billy, who will be running TerraceFest event.
Mindy too. Billy is the go to guy helping out with answers. General
Hoofer help for event. Running around all.

Cherniak asked how many folks get out sailing? Answered from the
grouop, "about 1,000 persons." Cherniak wants to print brochures.
Rogers wants to ask about sailing coordinator. Maniaci will make the
weather call. Bridgit reaffirmed that skippers of boats declare and
decide whether they are comfortable to sail given weather. We expect
last participants to step on boats at 8:30pm. In past years Maniaci
has worn a "funny pirate hat" so folks can identify her easily. Paul
mentioned effort to reserve space in Memorial Union for event in case
it rains. Mention of food for volunteers. Sung mentioned need to
coordinate life-jackets. Watson asked if children's life jackets will
be available in sufficient number. Discussion ensued as to what young
children's life jackets are available at Wisconsin Union and for what
age ranges.

Discussion of keelboat capacity limits for special events.

Cherniak reserved a summer kickoff room for June 17, 2009. Wants to
do kickoff outside. Discussion fo timing of events. Board decided to
hold it outside after excessive debate of pros and cons of being
outside. Duerst said, send me the details…

Borkovec asks to be conscious of other space concerns.

Cherniak moved to approve free memberhsp at summer kickoff. Maniaci
seconded. Stephenson vigorously objected. Debate ensued. Cherniak
amended motion to offer 1 month membership. Maniaci moved to change
it in nature of substitue to a summer membership. Debate with
Stephenson. Unanimous show of hands passes Cherniak's motion.

100th Anniversary of LifeSaving. Marcus of Norway made something for
this. Rogers leading discussion. Saturday, June 13, 2009, at
1:00pm. Rogers went on stuff about recognition or whatnot. Maniaci
asked if public officials should show, noting not herself though.
Maniaci asking about asking for county executive or mayor to show up,
to facilitate media attention. Bridgit suggesting honoring resolution
from Madison City Council.

Blake asked if anything is happening this year to commenmorate Hoofer
Sailing Club's 70th Birthday in 2009. Discussion.

Duerst recapped event stuff…

Meeting now has been running 2 hours 10 minutes.

Duerst moved meeting to another donation. Wicker commented on 6 C-
scow sails. Move to accept. Seconded. Discussion. Peter Lundt is
donor. Wicker moves to automatically accept scow sails in future.
Duerst calls vote on first motion. Passed by hand vote. Next motion
by wicker to automatically accept scow sails with letters. Seconded
by Rugowski. Discussion. Sung read motion to Board. Passed by hand
vote unanimous.

Wicker is also working another rdonation of sails for C-scow and a
boat. Monona Sailing Club has offered Hoofers a free mooring on Lake
Monona to race a scow by Hoofers against them. Wicker is working on
it right now for next meeting. Will need a boat lift to do it.
Somebody will sell to Hoofers for $550.

Duerst went to approving past minutes. Stephenson offered a change to
wording of champtionship something gor other. ILYA. Youth champs.
Maniaci moves to approve. Mike seconded. Approved by hand vote.

Motion to adjourn by Rugowski. Seconded by Mike Stephenson. Passed
on voice vote.

Meeting ended at 11:10pm.
