family register abbreviation?

At the end of a family register document there appears

 

江区証　第１２３４５号

これは、戸籍に記録されている事項の全部を証明した書面です。

        [date]                        [top half of a square stamp]

 

I have translated the sentence as

"This is a document that certifies

all of the matters recorded in the family registry."

(better wordings welcome), but

how should the line above it be handled?

As "Ko Ward Certificate No. 12345"?

There is a ward in Tokyo called 江東区,

which is referred to elsewhere in the document,

but could 江区 be an abbreviation for it,

as if abbreviations must be made up of three

characters, like Olympic country designations?

I've done a lot of these, and each issuing office usually has their own codes.

I'm fairly certain it is an abbreviation for Koto Ward Certificate.

A quick Google for 「江区証」 turns up:

Someone apparently tried registering at as many 役所s as he could for
his collection of official document papers. The 8th entry is on Koto
Ward, and it does seem that 江区証 is some form of abbreviation for 「江
東区証明書」 or something similar.

I would render Koto Ward (or City, which is the term used by the
official web page) in full, unabbreviated.

Thanks to Brian Watson, Kanji Saito, and Derek Lin for

your to-the-point responses.  Bottom line:

江区証 is "Koto Ward Certificate".

 

Derek, I like your discovery of the eccentric hobby of

collecting official documents from all over the country. 

One item that hobbyist forgot to mention is that

documents from  江東区 (or at least the document I have)

are decorated with a picture of a flower described as

区の花「サザンカ」, the official flower of Koto Ward,

the sasanqua camellia.

 

Another such eccentric hobby is to collect "shopper's club"

discount cards from regional chain stores all over the country.

Whenever you travel to a far-away city, buy something

at a store that offers a discount card, and use your home

address when signing up for the card.  The store will spend

postage to periodically send you money-saving coupons

that will be an ever-renewing souvenir of your trip to their area.

And you can use the discount card at home; I know for a fact

that a card acquired in Tennessee works in New York.
