I have found unlimited Japanese news, cartoons, chat shows and documentaries on many different topics on YouTube.

A hundred dollars or so to set up and a couple of hundred dollars a year to watch more TV than is humanly possible. All channels are excellent, including many HD. Never any dropouts while watching but I have found all channels down for a day once since I started using this at the beginning of the year. The package includes all stations recorded for a month or two, so I can select any of the hundred+ stations and go backwards to whatever time I wanted over the recording period. I watch it on my smart tv and computer.
 
I am in Australia, so I can only assume it is available for you (pretty easy assumption to make considering the quality of this service). I don’t need anything special to watch (i.e., don’t need a VPN). I have no idea of the legality of this system.

They have a couple of live J-news channels on Youtube. Maybe that helps?
