全壊, 半壊 and 一部損壊

皆さま、こんにちは。

キリスト教団体が東日本大震災で被災した外国人住民に聞き取り調査を行い、そ
の簡単なレポートを英訳しているところですが、家屋の全壊、半壊、一部損壊の
訳についてお訊ねいたします。

今のところ、それぞれ、destroyed, half destroyed, partially damaged　とし
ているのですが、これで言い得ているのかどうか、いささか確信持てません。

ちなみに、宮城県ではこのように定義しています。

「全壊」とは，住家が滅失したもので，具体的には住家の損壊若しくは流失した
部分の床面積が，その住家の延べ床面積の70％以上に達したもの，又は住家の主
要構造部の被害額が，その住家の時価の50％以上に達した程度のものとする。
「半壊」とは，住家の損壊が甚だしいが，補修すれば元通りに使用できるもの
で，具体的には住家の損部分が，その住家の延べ床面積の20％以上70％未満のも
の，又は住家の主要構造部の被害額が，その住家の時価の20％以上50％未満のも
のとする。
「一部損壊」とは，全壊及び半壊に至らない程度の住家の破損で，補修を必要と
する程度のものとする。ただし，ガラスが数枚破損した程度のごく小さいものは
除く。

どなたか、ご助言いただけないでしょうか。

From reading your entire e-mail it seems that the issue here is whether or not the damage can be repaired, and if so what the extent of the repairs may be. For clarity's sake, it might be helpful when using the three terms to place in parentheses an indication about this in parentheses after their first appearance in the text, as follows:

Destroyed (beyond repair)

Half destroyed (requires major repairs)

Partially damaged (requires minor repairs)

I have BIG problems with "half-destroyed". Too much like being a semi-
virgin. Surely

* Destroyed
* Major damage
* Minor damage

would be better terms. Of course a note of the specific meanings might
also be a good idea.

I agree with Brian re 'half-destroyed'. I found the following on a Red
Cross "Damage Assessment" form:

DEGREE OF OVERALL DAMAGE
0. No Damage
1. Destroyed (Uninhabitable)
2. Major (Requires major repairs)
3. Minor (Habitable with repairs)
4. Affected
5. Inaccessible

I would suggest:

Completely destroyed
Partially destroyed
Partially damaged

"Minor damage" does not really fit the cited definition of "一部損壊":

「一部損壊」とは，全壊及び半壊に至らない程度の住家の破損で，補修を必要と
する程度のものとする。ただし，ガラスが数枚破損した程度のごく小さいものは
除く。

"Minor damage" would tend to be understood as damage along the lines of
"ガラスが数枚破損した程度のごく小さいもの", which is excluded from the
definition of 一部損壊 here.

Dear John, Brian and Michele

Thank you so much for your suggestions. These surely are of big help.

In fact, I encountered 大規模半壊 afterward, which seems to fit into
"Major (Requires major repairs)" according to Red Cross assessment.

Dear Herman

I see... it is difficult to say, but if most of the funders who offer
money to conduct these interviews receive a wrong impression from "minor
damage", I might need to pay more attention to it.

If major/minor implies such nuances, combining destroyed/damaged and
largely/partially/without these would be an idea.

Anyhow thank you for additional suggestion.
