No, I was not suggesting “develop a robust, inclusive, and efficient management” WITHOUT adding structure or system is suitable. I would add, like you, structure(s), or infrastructure, or even setup or framework; to me, it’s rendering 体制 as system that seems strange and could invite miscommunication.
