I don't think anyone knows. I think this guy made the category up.
Do a google search for if you think I'm wrong. All you get are posts
that this guy has posted in the last 12 hours. (impressive! 39 hits!)
The second question that comes to mind:
How does one go about translating an illustration?
If translating illustrations is possible, I would much rather
translate something from the Renaisance period or maybe something by
Dali or Jackson Pollock than a dry and boring public utilities
illustration.

Looks that way to me, too. Even granting the misstep of a
translation agency rep not using language properly, let's not get all
high and mighty.

No high and mighty here, just shits and giggles.
But on the other hand, if your going to go to all the trouble of
putting a job offering on 39 different websites, maybe you should make
sure it makes a little sense first?
