Black Triangle (symbol in finance)

A document I am translating says that a target for an automotive development project is a "mass [black triangle] 30%, cost [black triangle] 20%."
 
I have a hard time thinking that the goal is to increase costs by 20%, but somehow I seem to think of a black triangle (pointing upwards) means "increase."
 
Am I incorrect in this?

Haven’t seen your source, but in accounting in Japan a triangle is often used instead of a minus sign.

Don’t forget though that the minus figures in English accounts are often shown by putting the figures in brackets, sans minus sign.
