Does anyone tell me what "regular cadence with someone" mean?

Does this mean that you have a contact on a regular basis?

Depends on the context.

If A and B are jogging together, and their feet are landing and lifting together at a steady pace, then A is in a regular cadence with B and vice versa. . .

that needs a prompt action.

Not necessarily, but that might be meant. A "regular cadence" means that
something always occurs at a predictable, regular frequency or at regular
periods: every second, once a minute, daily, weekly, yearly or whatever.

I think more context would help to determine what is supposed to occur at
this regular cadence.

Without more context it is hard to tell, but it could mean that someone carefully coordinates his/her actions with someone else, so they work together rather than competing or interfering with each other.

Dear Yumiko,
If the company in question Ford then they specifically mean that meetings at one level of management precede meetings at lower levels of management so that the manager can report/direct people lower down, and visa versa. It means to coordinate various meetings so that the direction and reporting is ready to pass up or down at the appropriate meetings/groups in the company hierarchy, in a timely fashion. It probably means something similar in other companies too, but I can report on that usage in Ford with confidence.

Given the comments so far, it seems that they would have well-defined
and scheduled opportunity or meeting on a regular basis so that they
can address their problems in a timely and appropriate manner.
