Not necessarily, but that might be meant. A "regular cadence" means that
something always occurs at a predictable, regular frequency or at regular
periods: every second, once a minute, daily, weekly, yearly or whatever.
I think more context would help to determine what is supposed to occur at
this regular cadence.

Without more context it is hard to tell, but it could mean that someone carefully coordinates his/her actions with someone else, so they work together rather than competing or interfering with each other.
