In what seems to be a kind of informal corporate mission statement, I
have come across the following phrase:
ブルーオーシャンを創造すること。
Wikipedia gives a helpful explanation of the term "blue ocean" (http://
en.wikipedia.org/wiki/Blue_Ocean_Strategy), but I'm just wondering how
readily understood this term would be to a typical NSE. I have
tentatively translated this as "We continually strive to create blue
oceans", but this sounds kind of surreal. Any thoughts?

_Blue Ocean Strategy_ should be readily understood. (Although here we
perhaps get into the need for field-specific knowledge and
specialization.) Your "create blue oceans" is more problematic.

As an unreconstructed NSE I find "blue ocean" on its own almost meaningless: I do not think that it is even used in common speech or writing (blue sea yes, ocean - maybe not).
 
How about, "strive for blue ocean positioning"?

I agree with Fred; unless the blue ocean strategy is referred to
elsewhere in context, I don't think "create blue oceans" is likely to
register with most folks.

The simplest solution might be to put "blue ocean" in quotes
(identifying it as a buzzword) and add the work "markets":

We create "blue ocean" markets.

If you felt the need to educate the reader and further define the
term, you could add "untapped" after "create."
