通过python怎样获取一个函数的参数列表

当我们使用python生成文档的时候，一般都会显示出函数的参数列表，以及各个参数的含义。
可是该怎么获取到呢？
比如函数：
def foo(count, **args):
pass
可是该怎么获取到呢？
比如函数：
def foo(count, **args):
pass
怎样获取到foo的这两个参数呢？
