Water in basement windows

Our backyard is slopped back towards the house and with heavy rains,
the basement window wells fill up so high the pipe to the weeping tiles
doesn't work and the water gets in the windows and down the wall in the
basement. I can't build up around the steel window well too much.
Should I caulk with silicon? Use sand bags? Open for suggestions

can you grade the back yard? perhaps drainage tile in a u shape around your
house with the ends on the side of your house pointing towards your
street?. If that much water is hitting your house you run the risk of
foundation damage. also if you dont have gutters get them. decreasing the
amount of watter from your roof could help.

You should install french drains or check into having them installed.
This is the only way you will be able to fix this problem.
