v4.0.0 release is out

Hello lurkers,

It's been longer than forever since there was a formal release, well,
times are changing. From this point on, semantic versioning
(https://semver.org/) will be followed if not strictly, then to some
extent. Expect rapidly changing version numbers.

Most important user visible change - the configuration has been
greatly simplified and it is documented in a way that will not have it
affected by bit rot - directly in the code:
