Early Access: Economizer (on top of Z-Wave Switch)

Hello lurkers,

As promised, the economizer (formerly "Future Feature #2",
https://github.com/home-climate-control/dz/milestone/13) code has been
completed, pushed
(https://github.com/home-climate-control/dz/tree/milestone13) and is
available for immediate use to those adventurous. Just like with the
Z-Wave Switch implementation, this feature will be dogfooded
immediately (as a matter of fact, these two features were intended to
work together to mate HCC with AC Infinity hardware, on/off for now,
PWM in the future).

As of right now, the economizer can't yet be controlled on schedule,
nor does it have the console visualization nor does it emit InfluxDB
metrics - this is coming next.

Enjoy. Throw tomatoes. If it breaks, please report, but you get to
keep both pieces.
