You're right to act as soon as it starts, but don't just hit a key. You have to mouse click to enter the VM, and then hit the key (F2 for BIOS or ESC for boot menu) F12 for network boot though I haven't used network boot.

When the virtual machine starts, the mouse cursor changes from an arrow to a hand cursor, but you are not in the virtual machine unless you click, and then the cursor will disappear. Then, it will respond to key presses.

You can also edit the vmx file of the virtual machine, and add the line bios.bootDelay = "15000" (15000 milliseconds is 15 seconds but you can change it to whatever) and you get another screen that offers the same keys and a 15 second delay to hit them. Of course, you have to click first. You might want to shorten it from 15 seconds. But if you've been missing it you might appreciate the screen being there for 15 seconds, then change it once you've figured out how to do it.

Another option is "power on to firmware", try it, it goes to the BIOS. It's in the menu when right clicking a VM, or in the VM menu at the top. And in some versions of vmware workstation it's "power on to BIOS". In my version it's "power on to firmware" but it goes to the BIOS

This adds a delay to the initial POST screen, showing it for longer and giving you more time to access the BIOS setup, where xxxx is the number of milliseconds to show the POST screen. (There are 1000 milliseconds in a second.) The maximum value for the boot delay is 10000 milliseconds or 10 seconds.

To be fair, Arduino has never supported Window 7 or 8.1 for their IDE 2, although it did happen to work with these older versions of Windows. It appears as though however that Win7 and 8.1 ceases to function with version 2.2.0 onwards.

Other than moving to Win10 or 11, the only other option is to rollback to version 2.1.1. I did this by unintalling 2.2.0/2.2.1 and reinstalling 2.1.1 from the Arduino IDE Github releases webpage and selecting the file: arduino-ide_2.1.1_Windows_64bit.exe. Fortunately, despite the reinstallation, the application's settings are retained:

Yes, Win7 not supported for a long time now, but worked fine up to 2.1.1. Versions 2.2.0 and up don't work. Install Windows 10 64 bit on VMWare, install VMWare tools, install arduino, launch arduino, and switch to unity mode. You will now have an arduino window that works like any other window, except it looks like(and is) a win10 window. Share USB devices as needed.

I'm using VMWare 11.0.0 build-2305329, I believe that's the last supported on Win7. You need a newer version of VMWare tools than whats included in the install, I'm using 12.2.0, build 21223074. Configure unity for no border. If you have a fast connection I can give you a pre-configured vmware machine, you will just need vmware.

I won't change my PC configuration just because of Arduino.

Don't bother, I just installed 2.2.1 on a fresh copy of Win7 on a VM, same error. Definitely no leftover registry entries there. Also tried dropping a copy of Win10 kernel32.dll into same directory with arduino exe, no change. Don't try replacing the kernel32 in System32 directory, you won't be pleased with the results!

QUESTION : What Alternative IDE do you suggest In your sole opinion

Not just because of this thread but because of what was said on another thread.
on this thread we will hear back from people's opinions and decide which IDE will be best to install and hear from people with Experience on those IDE's
