VLC Streamer won't show up on my iPhone

Problem summary:

What are the steps to produce the issue?

I bought and downloaded the VLC Streamer application on my IOS device (iPhone 5c) and the VLC Streamer Helper application on my Windows 10 PC. The program installed fine on both devices. My problem is that my PC won't even show up as a listed device on my iPhone. I did the connection help procedures to no avail. All steps worked besides the last one. I tried turning my firewall off, allowing the TCP and UDP inbound and outbound port 54340 rules, I added Bonjour, VLC Streamer Helper and every other possibly connected program to the allowed programs list, and I tried to manually insert the IP on my IOS device. I am using ICS to give Internet to a computer with no wireless adapter, could that be it?

What did you expect to happen?

The program and app to work.

What actually happens?

It did not work.

Which version of the app are you using?

iPhone 5c

Which helper version are you using?
Windows (10 to be specific)

I'm not sure what you mean by ICS, but certainly a non-standard network setup would be the first place I'd look to understand what is happening.

I have copied my standard tips below; they may help.

if you can't connect from your iDevice, that shows that something is blocking the connection; 

The first thing to check is that you are definitely connecting to the same local network as your PC/Mac. Make sure that your iDevice is connected to your home network wifi, and not your neighbour's wifi, or your wifi guest network. The best thing is to check the wifi name in the system settings app.

if that doesn't help, then the issue is most likely a firewall or anti-virus app.

The best test of this is to completely disable your firewall and anti-virus app, and reboot your computer (this step is important). 
Then test again. If you can connect now - you know the culprits. You can enable the security apps one by one and tweak as needed.

couple of additional points to note:
1) while you turn these apps off, you might want to disconnect your router from the internet. That should keep you safe.
2) for an easy life, here are my tips on security apps: 

one other point - it occasionally helps to reboot your router...
